NEW POLICY ON THE USE OF IMMIGRATION CARDS AND CUSTOMS DECLARATION FORM IN INTERNATIONAL PORTS OF ENTRY IN THE PHILIPPINES

The Philippine Consulate General in Xiamen announces that effective 01 March 2014, the Department of Justice (DOJ) and the Bureau of Immigration, in close coordination with the Department of Tourism (DOT), have launched new arrival and departure immigration cards for the use of all passengers in all international ports of entry in the Philippines.  In connection with this new policy, only Filipino passport holders will be required to accomplish departure cards, while only Foreign (Non-Filipino) passport holders and Filipino passport holders with immigrant status are required to accomplish arrival cards.

In addition, the Bureau of Customs (BOC) no longer requires passengers arriving on international flights to accomplish the Customs Declaration Form, provided that they carry only duty-free goods.  Per the new procedures, which are initially implemented in all terminals of the Ninoy Aquino International Airport (NAIA) and in the Mactan-Cebu International Airport (MCIA), inbound passengers will select one of two channels or lanes – Red or Green.

The Green Lane is for those with “Nothing to Declare,” meaning they do not have items in their baggage that are not subject to duties and taxes, can be brought in duty-free and are not subject to any import prohibition, regulation or restriction.  On the other hand, the Red Lane is for passengers who bring in goods that are: (1) subject to import duties or taxes, (2) above the exempted Customs limits; (3) prohibited, controlled or regulated by several statues.

 关于在菲律宾国际入境口岸

 使用移民卡及海关申报单的新规定

        菲律宾共和国驻厦门总领事馆谨此宣布：自2014年3月1日起，菲律宾司法部和移民局携手菲律宾旅游局开始启用新的入境及出境移民卡，以便让所有旅客在菲律宾所有的入境口岸使用。 根据新规定，只有菲律宾护照持有人才需要填写出境卡，唯有外国（非菲律宾公民）护照持有人及拥有移民身份的菲律宾护照持有人才需要填写入境卡。

        倘若乘坐国际航班入境的旅客携带的是免税物品，菲律宾海关不再要求他们填写海关申报单。根据最初在阿基诺国际机场和麦克坦-宿务国际机场所有航站楼执行的新规定，入境旅客将选择其中一种通道—红色或绿色通道入境。

        如果“没有物品需要申报”可以选择绿色通道，选择该通道意味着旅客未有携带需要征税的物品，可以免税携带不受任何进口禁令、进口条列或进口限制的物品。另外，红色通道是为携带以下物品的旅客设置的：（1）需要征收进口税或其他税费的物品；（2）超过免税范围的；（3）受到几种禁令、限制或条例规定的物品。
