1. REPORT OF BIRTH (ROB)
The birth of a Filipino child in Fujian and Jiangxi must be reported to the Philippine Consulate General in Xiamen within one (1) year after birth of child.

2. REPORT OF MARRIAGE (ROM)
The Marriage of a Filipino within Fujian and Jiangxi provinces should be reported to the Philippine Consulate General in Xiamen within one (1) year after the solemnization of marriage.

e. POEA License of the PRACERTIFICATE OF LEGAL CAPACITY TO CONTRACT MARRIAGE (CLCCM)
- The CLCCM is required by Chinese authorities in order for a Filipino to marry a Chinese national in China.
• STRICTLY BY APPOINTMENT ONLY.
• Signing of documents to be done personally before a Consular Officer
• The Philippine Consulate General does not offer PHOTOCOPYING SERVICES.
General Requirements:
- Confirmed appointment
• Personal appearance of applicant and fiancé/fiancée for an interview with Consular Officer
• Processing Fees - (payment only via bank transfer through online mobile banking) RMB266.00 per document/per service
• Original and photocopy of the following:
o Printed duly accomplished application Form no.5 LCM (download here)
o Certificate of No Marriage (CENOMAR) of the Filipino national issued by the Philippine Statistics Authority (PSA)
§ CENOMAR must not be more than six (6) months old
§ Should state that the purpose is for “Marriage Abroad”
o Birth Certificate of a Filipino national issued by the PSA
o Household Registry (HUKOU) of the Chinese party with English translation
o Valid passport of Filipino national and passport or national ID of Chinese national (with English translation)
o Other documents, if applicable:
• If Filipino national is 18 - 20 years old:
o Duly notarized affidavit of consent* executed by father, mother, surviving parent, guardian, or person having legal charge of the applicant
• If Filipino national is 21 - 25 years old:
o Duly notarized affidavit of advice* executed by father, mother, surviving parent, guardian, or person having legal charge of the applicant
• If Filipino national was previously married:
o If annulled or divorced - marriage contract issued by the PSA with proper annotation
o If widowed - PSA-issued marriage contract with previous spouse AND PSA-issued death certificate OR foreign death certificate of previous spouse (in English)
*If executed in the Philippines, the Affidavit of Consent and Affidavit of Advice should be duly notarized and authenticated/apostillized by the Department of Foreign Affairs (DFA).
SOLEMNIZATION OF MARRIAGE
Marriage between two (2) Filipino nationals, male and female, who are at least eighteen (18) years of age at the time of marriage, may be solemnized at the Philippine Consulate General.
Requirements
- Personal appearance of contracting parties for interview with the solemnizing officer
• Passport size ID pictures of both parties
• At least two (2) witnesses of legal age
• Processing Fees - (payment only via bank transfer through online mobile banking) RMB532.00
ORIGINAL AND PHOTOCOPY OF THE FOLLOWING DOCUMENTS:
Valid Philippine passports of both parties
• Duly accomplished application for marriage license
• PSA Birth Certificates of both contracting parties
• PSA-issued Certificate of No Marriage Record (CENOMAR)
Note: Should be issued not more than sixty (60) days from the date of intended marriage.
• Other documents, if applicable:
o If 18 - 20 years old:
- Duly notarized Affidavit of Consent* executed by father, mother, surviving parent, guardian, or person having legal charge
- Marriage Counselling Certificate*o If 21 - 25 years old:
- Duly notarized Affidavit of Advice* executed by father, mother, surviving parent, guardian, or person having legal charge
- Marriage Counselling Certificate*o If previously married:
- Judicial decree of absolute divorce OR judicial decree of annulment OR duly authenticated death certificate of spouse
- Annotated PSA marriage contractTO BE ISSUED BY THE CONSULATE GENERAL:
• Notice of Marriage (10-day publication)
• Marriage License (valid for 120 days)
• Marriage Contract
*If executed in the Philippines, the Marriage Counselling Certificate, Affidavit of Consent and Affidavit of Advice should be duly notarized and authenticated/apostillized by the Department of Foreign Affairs (DFA)**The couple and the Consular Officer will set a mutually-agreed upon date for the marriage ceremony.
